The State Engineer is not the official office of record of title for water rights. However, once a water right holder updates title with the appropriate county recorder's office, said holder must also update title with the State Engineer, aka the Division of Water Rights. A water right holder updates title with the Division of Water Rights via a Report of Conveyance, which has an associated fee. In an effort to represent the true cost to process certain documents the State Engineer is proposing to increase the fees collected for the submission of a Reports of Conveyance.
