     METHOD OF RECHARGE: Surface Infiltration/ Settling Basins throughout the
     Central Iron County Water Conservancy District see Attached map of boundary
     and attached description of Recharge Sites.

     QUALITY OF WATER: Coal creek varies depending on time of year. Water quality
     tests have shown as average of 400 TDS.

     PLAN OF OPERATION: CICWCD is working with the local irrigation companies in
     Cedar Valley to ensure water is not wasted through evaporation at Lakes
     Quichapa and Rush. There will be multiple phases of this project which will
     divert water into multiple recharge areas throughout the CICWCD service area.
     The immediate focus is to recharge areas with the most decline in water
     levels: Enoch Graben, and west of Quichapa Lake. The District also plans to
     utilize recharge areas near the mouth of Cedar Canyon high on the alluvial
     fan. Design capacity will vary depending on the year. Coal Creek at times will
     produce large volumes that the CICWCD will attempt to capture and infiltrate
     into the aquifer. Other years may produce only sufficient enough water for
     irrigation purposes and the structures will not operate those years. While the
     capacity will vary each year the design will be to gradually have sufficient
     capacity to handle all water that comes into the valley and find appropriate
     use for the water.

     DETAILED MONITORING PROGRAM: CICWCD will monitor surrounding wells along with
     current wells being monitored by the USGS.

     EVIDENCE OF FINANCIAL AND TECHINICAL CAPABILITY OF APPLICATION: The CICWCD has
     the financial capability to accomplish this project through a tax base or user
