This Groundwater Recovery Application was filed pursuant to Utah`s Groundwater Recharge and Recovery Act, Utah Code Ann. 73-3b-101 to 402, and covers the recovery portion of the District`s Recharge/Recovery Project. The Sand Hollow Reservoir basin will serve as the infiltration basin for the District`s Recharge/Recovery Project. Water Right No. 81-4211 allows the District to divert up to 50,000 acre-feet annually of water from the Virgin River at the Quail Creek diversion dam, which is then conveyed by pipeline to the Sand Hollow Reservoir. Water will be recharged into the Sand Mountain Navajo/ Kayenta aquifer pursuant to the District`s Application to Recharge Groundwater No. 81-4428 (A73747). The Sand Hollow Reservoir is being constructed on District Property. The Sand Hollow Reservoir is located on the Navajo Sand- stone formation and it is anticipated that a significiant quantity of water will infiltrate into the underlying groundwater basin due to the character- istics of the Sand Mountain Navajo/Kayenta aquifer underlying the Sand Hollow Reservoir basin. Current studies indicate that the District could recover 100% of the water annually that is recharged into the groundwater aquifer. The District proposes to recover the infiltrated water from the 17 wells described in Paragraph 5 [of the written application] which are located in the general vicinity of the Sand Hollow Reservoir. A number of these wells are located on District property and, where wells are not located on District property or where the District does not have existing easements, the District will secure the necessary easements and rights-of-way prior to the construc- tion and use of those wells. The study required by 73-3b-201 has been prepared by EWP Engineering, Inc. (the `Feasibility Report`) and supplemented by an Addendum from Psomas (the `Addendum`). The Addendum was necessitated because of the enlargement of the Sand Hollow Reservoir from 30,000 acre-feet to 50,000 acre-feet. These studies were previously filed with the Division of Water Rights in conjunction with the District`s Recharge Application [81-4428]. The District is preparing an additional study relating to the District`s Recharge/Recovery Project. This study will be filed with the Division of Water Rights when it is completed. The study will address certain matters relating to the District`s recovery application such as the expected travel time of the recharged water, the extent and expected boundaries of the re- charged water in the aquifer.
