ONLINE STATEMENT OF GROUP CONTRIBUTION FORM
INSTRUCTIONS:
A water right gives the owner(s) the right to divert water from a natural source to serve a particular set of beneficial uses. A combination of one or more water rights which serves a unique set of beneficial uses at a unique place of use constitutes a water use group.

A Statement of Group Contribution is used to update records of the State Engineer to reflect the individual contribution each water right in a water use group provides toward the beneficial uses of the group.

A Statement of Group Contribution may not be used to update ownership records of the State Engineer, title is updated using a Report of Water Right Conveyance. Owner names and signatures on the Statement of Group Contribution must match those in the records of the State Engineer or the statement will not be processed and records updated.

The Statement of Group Contribution addresses a single water use group. However, a water right may be a member of multiple groups. In that case, several Statement of Group Contribution forms may be required to completely quantify a particular water right’s total contribution of uses for all groups for which it is a member.

A Statement of Group Contribution form must be filled out completely, signed and notarized by each owner listed, and may be recorded in the county(s) where the water is diverted and used, and then presented to the State Engineer to update his records. To facilitate county recording, please include in the space provided, the county parcel or tax identification number(s) for the parcel(s) appurtenant to the water use group.

Although there is no set procedure for the completion of the form, one possibility is for the owners to meet together in the presence of a Notary Public to decide upon the amounts to be submitted and have their signatures notarized.

The Group Contribution amounts quantified on a Statement of Group Contribution are in the following units. Stockwatering is reported in Equivalent Livestock Units (ELU). An ELU is defined as one large animal (cow, horse, etc.) or an equivalent number of other animals. Domestic is defined in terms of Equivalent Domestic Units (EDU). An EDU is defined as one family or 5 persons. Irrigation is defined in acres. Group Contribution values for all other uses are defined in acre-feet per year.

To produce the Statement of Group Contribution:
  1. First, if one is not already shown, type a water right number in the box provided.
  2. Next, to retrieve all group numbers for that right, click the "Get Group Numbers" button.
  3. Then, click on the group number of the water use group under consideration,
  4. And finally, click on the "Generated Group Contribution Form" button.

To get a picture of this water right and its relationship to other rights, click on the "Group Contribution Matrix" button. This matrix shows the Group Contribution amounts that have been previously declared. The remaining amounts require declaration. If there is only one water right in the group, no further declaration is required for that group. If there are multiple rights in a group, the declaration is required only for rights where no previous declaration has been made.
