02/23/2004 11:24 AM The current Mayor and City Council are working on a Master Plan for the City of Helper. The city ofHelper has never had a master plan before. The Spring Glen Canal company runs the pressurized irrigation system in Helper City. The contact person is Frank Saccomano 435-472-8839. Residential water meters are not read in the winter. Businesses, commerical, industrial, instutional are read when they are not covered by too much snow. **** 2004 **** Annual Water Use Breakdown **** The main street tank is suspected to have a leak in it and it has been taken out of service. The roof is leaking and badly deteriorated. **** 2004 **** Irrigation **** These are estimates only. We do not keep track of the irrigation systems **** 2005 **** Irrigation **** THESE ARE ESTIMATES ONLY. **** 2008 **** Irrigation **** The irrigation people have installed more pressurized pipe in their system and there are less people using a ditch. **** 2010 **** Annual Water Use Breakdown **** Helper City has approximately 1200 water connections. The total number of connections changes every month, as residents move in and out and businesses open and close. What I have in the report is an average of the connections used each month for each catergory. **** 2013 **** Annual Water Use Breakdown **** There are another 71 residential connections that are dormant. **** 2013 **** Irrigation **** The area of town using open ditch was pressurized this year 2012 **** 2014 **** Annual Water Use Breakdown **** 64 of these connections are dormant.

Water conditions are below normal. We have raised our rates to help conserve water. The canal company has had the canal pressurized for a couple of years and that has cut down on usage. For part of Aug., All of Sept. and Oct. the springs were diverted to the river for repairs. The overflows for this source are figured into the overflow for fish creek. All the sources are combined into one pipe and the overflows occur daily at the tank. **** 2009 **** Spring Creek Spring **** The overflows for this source are figured into the Fish Creek overflows. The sources are combined and overflows occure daily at the tanks. **** 2010 **** Spring Creek Spring **** **** 2011 **** Spring Creek Spring **** Very above normal water year and the city had more than enough water. **** 2013 **** Spring Creek **** **** 2014 **** Spring Creek **** **** 2015 **** Spring Creek **** **** 2016 **** Spring Creek (WS001) **** Due to construction we are using and unable to meter water being flushed through new lines. Water being used for dust control has been metered at a fire hydrant that usage is 6.15af **** 2019 **** The month of February could not read meter too much snow, March is the total reading for February and March. April and May the Springs were shut down for maintenance and water was purchased from PRWID. This last year was an exceptionally good one for snow fall and the city had more than enough water. The overflow at the tank is not metered and happened a lot all summer **** 2021 **** As we all know we are in a severe drought and the figures show the springs slowly dropping in production. We have an overflow that is not metered and we try our hardest to limit this overflow.

This well is owned by Utah Power and Light, known as Colton Well #1. **** 2004 **** UPL Well **** Pump shaft broke March 1, 2004. Pump repaired brand new pump and motor November 2004. Pump has not been started and tested because of weather **** 2005 **** UPL Well **** Pump shaft broke pump was out of service most of the year. **** 2006 **** UPL Well **** Pump was overhauled in 2004 No test has been done since the overhaul. The pump and building belong to Utah Power & Light. There is two UP&l wells. UP&L South and UP&L North. This source would be UP&L South. **** 2007 **** UPL Well **** The pump and pump controls were replaced fall of 2007 **** 2008 **** UPL Well **** **** 2009 **** UPL Well **** Colton Well was used for only two months **** 2010 **** UPL Well **** Water conditions were good this year and this source was only needed for a couple of months to do some repairs and maintenance at the springs. **** 2011 **** UPL Well **** This source was not used **** 2013 **** UPL Well **** **** 2014 **** UPL Well **** **** 2015 **** UPL Well **** **** 2016 **** UPL Well South (WS003) **** **** 2019 **** The month of February could not read meter too much snow. March reading is a combined total of March and February. The well was shut off in July because the springs were providing enough water. The well was ran again in August for water samples. The well is only used to make up water when the springs are not providing enough. The usage at this source will vary quite a bit.
